As a supporter of Habitat for Humanity of the Charlotte Region, I want to thank you for the work you have been doing on affordable housing and affordable homeownership. Specifically, the recent passage of the 21st Century ROAD to Housing Act will have a deep impact on the work Habitat is doing throughout the communities you represent.

This expansive, bipartisan legislation  provides tools to produce more homeownership opportunities, expanded critical home repair programs, more access to land for non-profit developers to build affordable housing, and a unified approach in streamlining local zoning and permitting processes.

The act will encourage efficiencies, cost and time-savings, and a less burdensome process for organizations like Habitat as they continue to address the housing crisis. Further, key elements of the legislation that will assist Habitat in its work, including the following:
 

  • The reauthorization and strengthening of the Home Investment Partnerships (HOME) program
  • Establishing a new Whole-Home Repairs program
  • Streamlining federal environmental review for small-scale housing projects
  • Modernizing USDA’s Rural Housing Service
  • Allowing Community Development Block Grant (CDBG) funding for:
    • New construction
    • Incentivizes states and localities to reform restrictive housing policies
    • Authorizes the CDBG-Disaster Recovery program for three years
